The Cow Who Got Into Polytechnic

In 2015, a Kashmiri activist paid ₹800 to register a cow for a government polytechnic entrance exam — and the official admit card arrived without complaint.

Abdul Rashid Bhat had a theory: that Jammu & Kashmir's Board of Professional Entrance Examinations (JKBOPEE) was rubber-stamping applications without checking a single thing.

To test this theory, he spent ₹800 — the standard application fee — and submitted an entrance exam registration for the J&K Polytechnic Diploma Entrance. His applicant details were as follows:

• Candidate Name: Kachir Gaaw (Kashmiri for "Brown Cow")
• Father's Name: Gura Dand (Kashmiri for "Red Bull")
• Photograph: A cow

The portal accepted every field. The server processed the form. The Board issued an official admit card.

Examination centre allotted: Government Degree College, Bemina.

The Point Was Made

The admit card — bearing the cow's portrait, its bovine pseudonym, and a valid roll number under the official JKBOPEE stamp — was photographed and shared on Facebook in May 2015. Within days it had reached The Hindu and national media.

BOPEE officials, facing the obvious question of how a ruminant had been issued government examination credentials, offered a response that inadvertently confirmed the activist's entire argument:

"The system is fully automated. It cannot distinguish between a human photograph and an animal photograph. Physical verification only takes place during counselling, not at the application stage."

The cow, of course, did not appear for counselling.

What Changed

BOPEE deleted the admit card from its portal and announced that subsequent examination cycles would include photo-matching and identity verification at the application stage — the basic filter that should have been there from the beginning.

Abdul Rashid Bhat's ₹800 had accomplished what years of feedback had not: a public, documented, undeniable proof that the system's vetting was entirely fictional.

The cow, for its part, was unavailable for comment.
